Reading Your Bill
  • The Commission generates quarterly billing statements.  We calculate your water usage based on cubic feet. 100 cubic feet equals 748 gallons of water.
  • Interest accrues daily at the rate of 16% per year.
  • On current charges, interest starts on the day following the “Due Date”.
  • On past due balances, interest continues to accumulate from the “Billing Date” until the past due balance is paid.
  • Payments received will first be applied to past due balances and secondly to current charges.
  • If your bill shows an interest charge, that charge is based on the prior 3 month billing cycle.  Any interest which accumulates from the “Billing Date” until payment is received will be billed on the “Next Billing Date”.
  • Do not wait until the “Due Date” to mail your payment as payments are credited to your account on the day we receive them, which can be several days after you may have mailed your payment.
  • If our Meter Reader is unable to read the remote boxes or to gain entrance to read the meter, or if the meter fails to register you will be charged for an estimated amount of water based upon prior consumption.
  • If you question the accuracy of the meter, we will test the meter at your expense.  Call (781) 596-2400 for further information.
  • All water passing through the meter will be charged for, whether used, wasted or lost by leakage.
  • Any meter damaged through the negligence of the consumer, or missing will be repaired or replaced at your expense.
  • No person except the authorized employees of the Commission will be allowed to install, remove or repair any meter.
  • You must keep the water meter and remote boxes accessible for reading and inspection at all times.
  • If you have questions on your bill, please contact the Collections Department at (781) 596-2400.
  • Kindly notify the Commission immediately upon change of ownership or mailing address, as you are required to sign for services at our office.
  • Fix those leaks.  A leaky faucet can waste 15 to 20 gallons per day.  A leaking toilet can waste up to 100 gallons per day.
  • Leave a jug of water in the refrigerator rather than running the water until its cold.
  • Fill a tub less than five inches for a bath.  Shorten your showers.
  • Wait until the dishwasher or washing machine are full before you run them.
  • Turn off the water when brushing teeth or shaving.  Running the tap uses 7 to 10 gallons per minute.
  • Don’t use the toilet as a wastebasket.  Every unnecessary flush wastes 2-5 gallons of water.
  • Install water-saving devices in kitchen sinks and showers.


Reading Your Meter

Water meters record the consumption of water so that water and sewer bills can be generated.  Meters are only on water lines and not on sewer lines.  It is assumed that all the water flowing through the meter will later empty into sewer lines.  There are various types of meters in the city which record in hundreds of cubic feet.  To find out how much water you’ve used in any given period, subtract the reading listed on your last bill from the current meter reading.

One hundred cubic feet equals 748 gallons. If your meter reads “1250” (125,000 cu. ft.) today and “1305” (130,500 cu. ft.) seven days later, then you’ve used 55 hundred (5,500) cubic feet of water which equals 41,140 gallons (55 x 748).

There are over 19,000 meters read quarterly.  Commission meter readers are responsible for re-checking readings, investigating leaks, and for turning off water service on delinquent accounts.  An electronic, handheld meter reading device is used by the meter readers to record the reading of each meter.  This device will ”beep” if the reading for a particular meter is too high or too low, thus prompting the meter reader to re-check the reading before continuing to the next meter.  Once back in the office, data from the “handheld” device is uploaded into the computer so that bills can be generated.

In the case of inclement weather, please assist the meter readers by clearing the area around your meter if a reading is due.  Please also assist the meter readers by keeping weeds, brush, poison ivy, and any landscaping clear of the meter box.


Per LWSC policy, the Commission will provide one meter per building. This one meter will be read for billing and can be accessed by the Commission. It is the responsibility of the building owner to install sub-meters for individual units, if they so choose. If sub-meters are installed, the Commission will continue to send one bill for the entire building based on the readings from the provided meter. It is the discretion of the property owner to then divide the water bills based on the usage of the sub-meter.

Lien Application

Any property being sold in Lynn requires a Certified Lien Certificate. The seller or seller’s real estate agent should complete a Lien Application and schedule an appointment for a Commission Meter Reader to visit the property to perform an inspection and get a final reading off of the meter. Current filing fees are listed on the application.
